The Business and Economic Development Department of Nunavut Tunngavik Inc. (NTI) maintains a list of Inuit firms, as required by Article 24 of the Nunavut Land Claims Agreement.
Article 24 requires the federal and Nunavut governments to improve the participation of Inuit firms in the economy of Nunavut, improve the capacity of Inuit firms to compete for government contracts, and secure the employment of Inuit at a representative level in the Nunavut work force.
NTI’s Inuit Firm List is a tool to help the two governments meet these goals. For example, the Government of Nunavut’s Nunavummi Nangminiqaqtunik Ikajuuti (NNI) Policy establishes a preferential bid adjustment of 7% on tendered government and municipal contracts for Inuit firms. The Government of Canada is also required to consult the list when issuing contracts regarding Nunavut. NTI’s agreement with the Department of National Defence on the clean-up of DEW-line sites is an important example in which the federal government uses the Inuit Firm List for contracting and subcontracting purposes.
